[Fuzzy-tg] New Deliverable on RIF Extensions

Dear all,

Here is a very first draft of the new deliverable "Extending RIF with
Uncertainty". It is the result of my discussion with Jeff about extending
RIF Core during the RuleML06 conference. Keep in mind that the version of
RIF Core we used might not be 100% aligned with the latest version of RIF
Core published in the 1st Working Draft.
